Your hollyhock seeds were picked too soon and as you figured out, yes they are not ready. There is nothing you can do with those seeds.
You can go back later for seeds. When the outer pods have turned gray, they are ready to be picked. If you can't go back, don't worry, lots of people save seeds from them and you can trade on the Seed Exchange. If you have no seeds to trade, you can still get in on a give away offer, later in the year after people harvest this year's seed, on the Seed Exchange forum.
