When not to collect?

Maybe this sounds silly to anyone who has been collecting seeds for years. When should you leave the seeds alone? Obviously, I can't take seeds in plant nurseries. Or in nature preserves. What about city parks? Parking lots? Areas which were obviously landscaped? Please give advice on when is it okay to be a seed-snatcher and when I should leave the seeds alone?

I believe city parks, parking lots, and malls are all alright, though I do make sure to ask first (the store owners don't care) AS long as you don't damage the plant, or the landscape, I think its alright

I would think you'd be doing your civic duty by helping deadhead, but if you want to assuage your conscience, pick up some trash at the same time.
