Hi Zach,
You do need to let the flower become old and dry, not the whole plant. Good seeds will be plump. Birds will also tell you if they are ready by proceeding to eat them! If you know you will have bird problems, and if you have a woman around to get old pantyhose from, you can cover the old flowers with them to prevent the birds from eating them.
