why is my corn kernels are sprouts on the cob

Hello

I have never seen this before and I have been growing corn for 40 years.

This year I plant blue peruvian sweet corn,they grown 2-1/2 feet tall ,like they were suppose too.

They produce 6 to 8 cobs of corn 5 inches long and 4 inches round ,the cobs grow on the basic of the plant and at the 3rd and 4th leave.they mature in 60 days.

Well here my question why have 30% of the kernals on the cobs of corns have germinated on the stalks?

Should I be able to save the ungerminated seeds for next year,are they vitable.
