Over wintering walla walla onions for 2006 seed

Has anyone had any success overwintering walla walla onions? Two years ago I set out 24 large onions in the garden in October and covered them with 8" flakes of straw. We had 2' of snow on the garden and roughly half of the onions rotted when the snow melted. I did collect seed from the rest. I should maybe mentiond that my garden is completely made up of wood raised beds. Soil depth is about 12". I would somehow like to store the onions out of the garden this year because last year all the snow melted in December and then it froze before we got more snow. I did not have onions in however I do not think they would have done to well.
