I have traded for several mums & later found there were no seeds in them. I think what the traders did was pull the chaff, & not realize the seeds were at the base of the flower head. Can you see the seeds?
The only mum I was able to germinate was a shungiku mum. I put the seeds in a plastic bag (no paper towel), sprouted them, & planted them. They are slow growing, although they appear to be doing better with the recent cooler weather.
Instead of pulling the flower head, you might cut off the entire flower, so you would be sure & get the seeds.

As Baci says, the seeds are at the base of the petals...very tiny. The easiest way to harvest them is to trim away the seeds with scissors. I have grown from seed, but if you are wanting additional plants for yourself, just break off the stems and push into the ground...keep well watered. Mums don't need rooted cuttings for propagation. kywildcat2, how did you germinate yours? When did you sow it, how, & at what time of year? Many of my mum seedlings died off (due to neglect), but the ones I have remaining are sure slow growing. It looks like the shungiku will take at least a year to mature.

This info has been really helpful as I was trying to figure out just where the seeds were on mums.
