It's rather concerning that someone is digging plants from a conservation area. Especially since some of them didn't even survive and you don't seem to be able to identify all of them. It rather defeats the point of a conservation area if the plants are not being conserved. I wonder how the people who care for it would feel about them being dug up.

Regarding collecting seed, is that allowed either? If it is, all you need is small paper bags or envelopes. Not plastic. When the seed is ripe shake into the bag. You need to visit often and spot when the seed is ready. But PLEASE check that this is allowed before you do it. Over-collection, even of seed, can destroy an ecosystem. Once you have established that it is not illegal you need to identify the plants so you know how to sow the seed and ensure survival.

"Conservation" is a general term, including the building set back areas.

We OWN 3 acres, but 1 acre is considered preserved. You are not allowed to erect permanent structures, not for cultivation. But it does not mean that you can't touch the plants there.

Each year, I try to cut down some invasive plants, such as multiflora rosa, shrub honeysuckles, russian olive and even some red cedars. Then I spray some native wild flower seeds.

I do not see anything wrong with all these. It is our land and we maintain it. I do not need permission to collect some wild flower seeds and use them in other areas of the same place....
