Dahlia seeds are in very dry flower heads - they should feel papery - the seeds are in between the dried petals, and look like little oars, in my opinion - they fall out when I rub the petals between my fingers.

You can grow any dahlias from seed - some of mine don't produce flowers the first year, but they do produce tubers, and if you dig up the tubers, you can replant next year for flowers.
