I have never seen seeds on my Turk's Cap Hibiscus. But I have never looked, as they are so easy to root from cuttings.

I would open the seed pods and plant each seed separately. Are the seeds small, hard, and dark like Texas Star Hibiscus? If so, I would soak them for a few hours. That seems like a long time to soak them tho, (48 hours).

You can let those reddish/orange seed pods dry and then peel the flesh off of them to reveal the seeds. Plant those in pots and you'll have lots of Turk's cap. There's no need to soak them. Check around your in ground plant in the spring and you're likely to find babies which have sprouted from fallen seeds.
