Have shade under a very over grown bush, any suggestions?

I live in a rental and we have a VERY VERY over grown bush (shrub) that now looks more like a tree. Although it has been kept very pretty it is VERY LARGE. Put it this way, my fiance and I need a 6 foot ladder AND a long handled trimmer to get to the top shoots to trim them.

My question is what type of flowering plants can I put around the bottom of this "mock" tree that will give my front yard some color without turning into a bush under a bush. I love bright colors that is why I do not want just Hostas. I live in Charleston, SC and I am Zone 8 if that helps. I would like to put a nice border around the "mock" tree and add some good soil to plant some flowers in. But it is VERY shady!!

You might like impatiens for summer color at least.
