in the shade of a fence

The south side of my yard is shaded by the neighbor's six-foot privacy fence. It is deep, deep shade fall to spring, though a bit of afternoon sun (mixed blessing!) does sneak in in summer. The closer to the fence, the shorter the season in which it gets any direct sun whatsoever. I'm at about 39 deg latitude. Anyway, I've tried hostas, and the ones near the fence have hardly grown in four or five years. I mean, they do come up, but they haven't filled out. What can I plant that will come up without any direct light? I should add, my yard is small. The shade of the fence in January is halfway across the yard.
