Looking for vigorous climber for unusual sun/shade pattern

I have a Southern exposure ~6' wide space along a 6' high concrete fence, underneath an overhanging tree, between two large rows of italian cypress.

I think the sun is unusual here because it gets fairly strong sun during the Winter, probably 6 hours worth. But in the Summer when the sun is high in the sky it gets mostly shade as the overhanging tree and cypress cast shadows.

I'd like a privacy screen to extend 2' above the fence to cover the parking lot on the other side. I plan on putting in a trellis to extend above the fence if needed, depending on what support is required by the plant(s). Preferably evergreen with some nice blooms, and vigorous growth so it can provide privacy quickly.

I tried a Camellia here but it got fried in the Winter and Spring when the sun was strong.

Any suggestions?
