Bright evergreen small skinny shrub

My home is laid on an angle and there's a chain link fence on my neighbor's property. My house and the fence form between them a skinny triangular patch that faces north, has clay soil, and is under a maple and southern magnolia (deep shade). I'd like something that's not too wide to plant against the fence. I already have nandina and euonymous against the house, so I'd love the contrast of something bright yellowish or chartreuse or light green -- and evergreen. I need the narrow profile because at its widest this little patch is only about five feet wide. I like the look of acid green dwarf junipers, but they appear to need sun. I like the light yellowish coral bells and already have some close to this area, and also hostas, but they aren't tall enough for the fence line. Hellebore is too low and not the right color. Some of the grasses I've seen would be too low or too big. I've searched this forum and can't find anything for my zone - I'm in northern VA.
