The strawberry foxglove I planted last month is still short. Is this normal? When can I expect it to shoot up?

thanks.

Foxglove are usually biannuals (except for the camelot series). They will shoot up next spring and bloom around May depending on the Spring. They may reseed or over winter again time, but I start new ones every year, so I have some blooms every spring.

strawberry foxglove is a perinneal foxglove. That's why I'm wondering if their timeframe for the first year is different than the other foxgloves.
