Dry bulbs Not Growing

I'm not sure if I should post this query on Shade Gardening or Bulbs. Thank you for reading either way.
I am tryng to transform my boyfriend"s DEAD shade garden into a Successful shade garden.

I bought about $40 worth of roots or bulbs. ( I guess I'm not sure), they came in packets at Wal-Mart with that dry peat? You know those plastic bag type things with the holes ? and the label stapled to the top?

O.K. I bought about 20 Hostas, 6 Astilbe, and 2 bleeding Hearts. Both Bleeding Hearts have come up, only 1 hosta and no astilbe.

It was pretty moist for a couple of weeks when I planted them all, but has been dry ever since.
If they don't come up this year is there a chance they will next spring? Should I keep the garden moist in hope they will still come to life?

We NEED those dang Hostas to fill this shady spot!

Thank You for reading and ALL responses
Heather

I planted my Astillbe's from the bags too, they took forever to come up and yes they need a lot of water. So I wouldn't give up just keep watering, with Astillbe's seems you can never over-water.

Question for other Astillbe growers, do they re-bloom or am I doing something wrong? I have the red ones and seems once they bloom and you clip them off that's pretty much it. Seems pretty short lived considering the color on the blooms start fading and turning brown relatively soon.

I have learned to never buy from bags. I have never had good luck with them. I will always but in pots from now on.
