You might want to get a soil test done. It could be excess nitrogen, which would promote foliage at the expense of blooms.

The easiest way to get rid of excess nitrogen is to use a mulch. Cheap wood mulches break down the fastest so eat nitrogen the quickest. Here's a link to explain how fertilizers can help.

Carbon needs to be in the soil to tie up (not use up) nitrogen. The nitrogen gets released later as the microbes die off. Mulches on top of the soil use nitrogen from the air. Since nitrogen is quite soluable, time and rain (or irrigation)is usually all that is needed (assuming too much N is the problem).
