Shade and Vines Help

We need to find a fast-growing, full-shade tolerant vine to grow on our 7 ft fence to create privacy from neighbors new 2nd story deck. It's under oak trees so we can't have much moisture. Zone 9 in Calif. Please make suggestions! All I can think of is ivy.

Try integrifolia clematis, they are very happy in the shade and as long as you water their roots until they become established they are very happy. Depending on how wide the fence is you may want to get more than one. Several planted at 3-5 foot intervals would look very nice and if you plan well can then flower intermittently. Once established only water during very dry periods.
