Raised garden preparation

I have a few quail in cages with very good topsoil underneath their pens. The poop goes into the soil, I rake and turn the soil everyday and add a little bit of hydrated lime to it every week or two to keep flies at bay.

I just built a small 6 x 6 raised vegetable garden and placed newspapers in the bottom and added all of the quail soil/poop (which contained worms and leaves, etc.).

I plan on leaving this exposed for about 8 weeks to allow the sun and rain to have it's way, then adding some more soil and compost before planting.

My question: Do you feel like this will be a safe method to plant my vegetable garden this year? Even though the poop was not 'composted' as such, will it most likely be a safe method being in the bottom of the garden?

Any advice would be appreciated.
