Garlic: On Again/Off Again ?

Hello All.
So, I've planted some garlic in my "grow-room" garden in my house (south-facing alcove, windows SE & SW walls). The trouble is ... I can't tell if it is doing well or not. They rocketed straight out of the ground at first, then started to wilt. But then new growth punched through the wilted leaves ... and then that wilted too. I am now on my third generation of new growth, and I honestly don't know what I am doing wrong. They get a minimum of better than 6 hours of sunlight a day, I keep the soil damp without being soggy (I have a soil-moisture gauge) and I keep the bed free of any choking weeds. There are various woodlice, millipedes and other microfauna in the soil, but there doesn't seem to be any damage to the base of the plants; just the leaves. Can anyone offer any advice?
