why are certain seeds not available for sale in CA?

I was browsing a nursery catalogue and the vegetables seeds said "not available for sale in CA". Is is like for furniture when certain chemicals are used that are banned in California? or is there some regulation on interstate shipping of live seeds/plants like in Florida? or other? Thanks for helping demistefy this issue.

Sometimes it is because of diseases other times they may be on California's invasive or noxious weed lists. Without knowing which seeds no definate answer.
