Pecan tree

The Pecan has not let anyone eat it's nuts. I don't know what to do with it either and now there are cocoons on the leaves with worms and tiny flies inside of it.
The bark is shedding all and I have not trimmed, nor do I know how. There are still some shells left on the tree which are cracked and black. Any help would be greatly appreciated.
