Potted Lavender plant, bare bottom

Hi,
I have two lavender plants in pots. I must admit I have somewhat neglected them over the years but am now keen to help them grow as well as possible.
My problem is that they look really bare at the bottom - see picture, one is flowering really well though but the other one is not flowering very well at all.
