Shipping Live Transplants

Hello,

I own a garden seed company and want to begin shipping live transplants of vegetables, perennials, annuals and herbs across the US. I'm having a lot of trouble locating materials for shipping live transplants. I love how Burpee ships their plants but cannot locate anything like this. Any suggestions of where to buy shipping materials?

How big are the "transplants"? What type of root mass would they have? Shipped in containers, or bare root? Have you checked into all of the different state and federal regulations and permits you will need to ship live plants?

I've received them wrapped in papertowels in a plastic bag, then wrapped in newspaper. I'm not sure there is one method of shipping that is required.
