Looks like it might be some sort of Haworthia. I'd suggest placing it outdoors in bright shade, and hold off watering much at all. It might be better to switch the soil mix to one formulated for succulents/cacti; i.e. a mix with no bark and some perlite and/or pumice or other fine grit to promote fast drainage. Don't keep the soil continually damp or let it get too wet from rains. If you broke this off without getting enough calloused base, that may be another reason it isn't rooting.

I think the plant looks as though you're drowning it with too much water. Many succulents prefer being spat upon to being drenched.

It also looks as if it's in a container with no drainage.
