Snapdragons as Perennials and...?

The Park's Seeds catalog says this about Snapdragons (Antirrhinum majus): "may winter over in warmer climates if mulched". Has anyone found this to be the case? Since they prefer cooler weather are they able to survive hot summers? How long do they bloom? Do some cultivars do better than others? If you start with seed when is the best time to plant it? Thanks!
