You can get paint from walmart that is made for spraying barbeque grills, or from the auto supply store for painting engines.
Where is the pipe standing in your yard? Would it have enough room around it to put up a three sided screen say of lattice? (I don't know how much room that would require to not be a fire hazard.) If you could, though, you could plant things to grow on it and block the pipe from view (on three sides).
