'Butterfly' type bug eating bushes

Hi...
I know nothing at all about bushes etc. I just noticed that there are at least 50 of these butterfly like bugs eating my bush. They are black with an orange belly.
Picture is attached - what should I use or do to control this. Thanks for your help
