what would eat a holly besides *^&%# deer?

At my son's house in Charlotte NC, and he showed me about six needlepoint hollies we had planted last year. For only about one foot off the ground, something had chewed back the branches. The back yard is fully fenced and he lives in an in-town neighborhood that has no deer problem. Any thoughts?

Squirrels sometimes nibble off the tips of branches their nests. Can't believe they would do holly though.

Is there a pond nearby? A friend of mine has to put fencing wire around all her trees to keep beavers from eating them.
