transplanting jasmine

When is the appropriate time in the Nashville area to move a "Carolina Jasmine"? Should I wait until spring or can it be moved (transplanted) now.

You can move it now. Water it in well.

A co-worker of my DH gave him some branches from her Jasmine plant. Right now I have them sitting in water to see if they will start a root so I can plant them. My question is, will these branches make a root, or should she have given him some of the roots from the plant itself?

I would root in potting in mix. Better success. Less chance of rotting. I'm rooting Night Blooming Jasmine cuttings in our sandy soil.
