Kind of a newb question regarding soil treatment for a raised bed

Yes, even with my many many years of gardening, this is my first year with a raised bed for it. I'm excited! =) I will be growing some type of veggie plant in it. The bed is about 8x5. I have dug out about the top foot or so (a bit deeper for some roots). It has been (until I moved here) growing wild flowers & some giant weird purple stemmed plant. Now that I have it dug out, I want to fill it with good quality veggie garden soil. My questions are as follows:

First, Do I need to pretreat the soil somehow before I fill it in?

Second (kind of related to first), Is there anything I need to do/can do to make sure none of the old wild flowers, etc. regrow in it (ones I missed when digging it up or whatever)?

Please let me know. I have about 2 months until last frost date here in middle TN, so I have some time to do something, if I need to. Thanks! =)
