Plastic covered cage

Hi All,

In Mel's book, he suggests putting a plastic covered cage over seeds when you plant some varieties of vegetables. For instance, he suggests doing this with carrots. My confusion is that he doesn't tell you when to remove the cover. I'm assuming once the seeds have germinated?

One other question while I'm here. Regarding timing the starting of seeds indoors. The book always references the last spring frost. Do you really time it off of that, or do you time it off of when you can safely plant outside? Where I am, the last frost is around May 1st, but people don't generally plant outdoors until Memorial day. So - start seeds based on May 1st, or Memorial day????
