Prepping Soil in Raised Bed

Please be easy on me, this is my first garden of my own. We decided to go with a raised bed garden and before I found information regarding Mel's Mix I found folks locally that were using Hill Country Garden Soil from here:

So I have a 3' x 7.5' x 12" structure full of Hill Country Garden Soil.

So here comes the question, what do I need to do to this soil to get it ready for planting? The folks at the store were saying their soil is good but I would still need fertilizer, should I look for their organic fertilizer to use in my soil? I have just started a small compost pile so that is not ready yet which is another reason I bought the soil with compost. After planting do I need to mulch the entire top of the bed? If so what is the recommended mulch?
