Q re soil in raised beds

I'm not sure if this is the right forum but I know, you guys are experts and I need your advise.

Last year we've made raised beds for our vegetable garden. I didn't know anything about Mel's mix, lasagna beds, etc. I've just recently descoverd this site (and right now I'm completly addicted to it). Anyway, beds were filled with a top soil with everything what top soil contains - ie. weeds. Right now, I'm almost ready to start planting. OK, OK, I know, it's still cold but, at least, I can go there and admire my yet empty garden. Unfortunately, not completly empty, weeds are already sprouting. If I only knew about all those mixes before. So, now I need your advise. I have an idea, please let me know if that would work.

I would remove 2-3 inches of the top soil. Cover them with newspapers, water well and put peat moss, compost, etc. on the top. Do you think, the newspaper will help to control weeds? However, I'm afraid, it could inhibit the root grow. Thanks in advance.
