do you think this would be ok

OK i have been working on getting my beds built. I am using salvaged wood so have a little bit of money to the mix. But right now we are on a very tight budget. My question is this, i have goats and I'm getting ready to clean out their outside lot. This has about 6 inches or so of hay and goat manure in one particular area. The last time fresh hay was out here was before winter. So i would think if there was going to be any weed seeds they would have started tosprout by now. So i thought that maybe i could put some of this partially composted hat and goat pebbles in the bottom 4 inches of my beds and put the mel's mix in the top 4 inches. Obviously my boxes are 8 inches. Would i need some newspapers over the hay stuff before i put in the mix or could i just put it on top? My thinking is that as the summer progresses the hay will further compost and i cab slowly add more compost on top if i need to.is this feasable? Thanks.
