Everything growing slowly

Most of the stuff in my garden is growing very slowly again this year. I had great success my first year, then things came to a crawl last year and haven't done much better this year.

My strawberries are coming back pretty well, but everything else just seems stunted. I planted peas in early March, which came up on time, but have hung around two inches tall ever since. My chard, spinach, mesclun, beets ... all are really short and hardly growing.

Is this a soil deficiency? I've tried adding a bunch of compost. I got some bags of that Organic Choice (Scott's or Miracle Gro brand, I forget which) and some bags of manure compost. Both were added in early March.

Should I be using some form of organic fertilizer? More compost?
