I would soak em overnite. Larger seeds need soaking.
What is your soil temp?

I soaked mine for about 2 hours before planting them this past Thursday. I also sprinkled on some of that peas and beans inocculant. It's only been 3 days so too soon to tell. Mel recommends presoaking all seeds that are large enough to easily handle. I presoaked my parsley seeds and they came up in about half the time the packet said they would. This is my first garden, so I'm just a newbie myself.

Thanks Gumby and Luke. I guess I'll soak today. I guess I could do a comparison of the two plantings. See which does better.

I soaked (overnight) the peas I planted late last spring. They came up a few days faster than the ones I planted late summer without soaking.

This spring, I'm trying pre-sprouting. With a small area to plant, I think I like this way best.

I soaked mine for a few hours before planting them on 3/19. The regular peas came up on 4/1 (13 days) and the sugar snaps are just beginning to show today (17 days).

It's possible, since you've had so much rain, the seeds could have rotted in the ground. If it were me, I'd carefully excavate to see if I could find one and if so, whether it is sprouting.
