Kale leaf problem

Hello,
I am new to this forum and this is my first year growing kale in my square foot garden. Here is my problem. I have 4 squares of Red Russian kale with four plants in each one. The plants are young and growing fast, vigorous and healthy, and we've already eaten some of the outer leaves. Today when I went to harvest some leaves I noticed something like little tiny leaves growing right out of the surface of the bigger leaves. When I looked at the new growth in the center of each plant, the small new leaves are reddish and just covered with these little leaf-like protrusions. Is this normal? I've never seen kale grow and I've been searching the internet all morning and cannot find an answer. The plants look well and healthy. Has anyone seen this? Thank you for any answers.
