Ants in the plants (photo)

During a break in the rain this afternoon I went out to look over the planters. The plants are looking good, but the planters were covered with hundreds of little winged insects. Looking around that corner of the yard, they were crawling over EVERYTHING. I'm hoping that they are ants and not termites.

Either way, is there anything safe that I can spray on the plants/planters to fight them off? I've been meaning to carefully spray the outsides of them with a termite/carpenter ant barrier that I use every year on the outside of the house, but it's just been too rainy lately. Now this. Aaarrrrrrg.
