Possible cause for stunted growth

Hey all,
So we had put some new sfg beds in the front lawn early September for cold weather veggies. Both beds contain the same veggies, but there is only one difference. After filling the left bed with vermiculite, peat moss and home made compost we realized we pretty much ran out compost. We supplemented the right bed with bagged manure from one of the big box stores and added the last bit (maybe 1.5 - 2 cubic feet) of compost.
We have noticed that the right bed has grown significantly slower than the left bed. Could the manure possibly be the issue.
