That is a wide variety of plants that underperformed. You may want to try different varieties next year.

I would agree with Mindyw3 that some sort of fertilizer would help.

Just last year, I located a source of Alpaca manure on free cycle. I was surprised at the difference adding it to the mix had on the amount of bell peppers I was able to grow.

Compost, Compost,Compost!
Unless you have deep dug beds with super soil, I would say you need to improve the soil & water more( clay or heavy loam will need less water then sandy).
It takes time to get poor soil up to snuff.
Try, try, try again.
