Oleander Roots?

I have a garden in my backyard that's been established for almost 2 years. This winter I noticed my plant werenÂt growing properly. They were small and not developing. When I dug up my soil last week to work in some new compost, I noticed large roots all in my bed. My soil was hard and some roots were as large as 1 inch round. We live on an irrigated lot. 20 feet to one side are a line of roughly 15 oleander trees -about 5 years old, which provide privacy, 7 feet to one corner is a grapefruit tree and 5 feet to another corner is an orange tree. I was about to cut down the citrus trees which are probably 20 years old, since they are closest to the garden, but now knowing how invasive oleander roots are, I'm wondering if it's them and not the citrus. Please help, I've puts countless hours into my garden and the thought of these roots returning after digging them out is so frustrating.
