When to start watering?

I have heard 2 schools of thought about when to start watering my fruit trees and bulbs: One says that if I start watering now, they will store the water until it's needed and then my fruit production will be significantly increased. The other says if I water now and the weather gets much colder, the trees will really suffer and I could lose all the fruit/flowers (from the bulbs)Does anyone have any experience with this? I should mention I live in downtown Albuquerque.

Wait until you see new growth if you have had measurable precipitation this winter, if not watering now won't heart

Albuquerque has had a very dry winter. I would start now and then at least every 2 weeks, more often if March is warmer than normal.
