Low hedge - background for bird of paradise

I wanted to get some ideas for a 4-5 foot hedge plant that I could plant in front of a wall and behind two to three rows of bird of paradise plants. Might anyone have a suggestion? I am in San Diego, 4 miles from the coast, no frost to speak of, and area has morning sun/afternoon shade. Thanks for any insight.

Mexican petunia (3-4 feet), reseeds easy, perennial, purple blooms, resistant to most pets, green even when it's scorching hot, low watering needed. Grows all year.
