Help with Oleanders--Oleander Gall or Leaf Scorch?

I live near Austin, Texas, and have several oleanders that were transplanted last spring. The oleanders have grown very well, but some of them have some kind of black, lumpy growth on them. The leaves of some other plants are turning partially brown, and the backs of the leaves have what appear to be small brown growths on them.

I'm unsure what this is or what to do. Does anyone know whether I need to trim back the affected areas, and whether it's the right time of year to do so?

Your Oleanders have scale. I have an Oleander jungle but was able to save them last summer with a systemic treatment. You can get advise on what you need at your local nursery. You must spray them when the sun is not on them and wear protective clothing and gloves when applying. Hope this helps out Zach
