chewed leaves on Bougainvilleas

Some of my barbara kost bougainvilleas have had all of their leaves chewed off. New shoots are coming, but slowly. How do I know what is chewing them? Could it be looper caterpillars or leaf cutting bees? Should I do anything?

Both caterpillars and leaf cutter bees are very active this year. Early in the morning, inspect the leaves to see if you can spot the crawling caterpillars. Leave Cutting bees usually damage only part of the leaves.
