American elder might be an option--Plants of the SW has them and lists them as low/med water plants, growing to 5-7' in our area. I understand they can be pruned as small trees, so getting rid of lower branches shouldn't be a problem.

Gambel oak. Native up in the Sandia Mts. on the south facing slopes so it can take heat. Will grow into a large shrub or small tree if groomed. Will grow quickly if given water. If you are not in the city, mule deer will browse on it and may kill it if small.
