xeriscape on land reclaimed on the sea

I live in Ras-Al-Khaimah in United Arab Emirates, on the Persian Gulf, just opposite Iran. This is a very arid climate. The townhouse I just purchased is built on land reclaimed from the sea 4 years back. I would like to set up a very small xeriscape garden (1200 sqf). It has rained a little in the last 4 years but the land should still be salty. What do you recommend before getting started adding organic soil?

I think this would be a great question to ask on the soil forum. There are some very knowledgable people there, and they would know a LOT more than I would!! Here's the link.
