NM Privet leaves yellow/brown

I have 3 new mexico privet (forestiera neomexicana) shrubs spaced approximately 10 feet from one another. The leaves on one of them are yellowing and turning brown on the edges. The green color on the leaves are also lighter than the other two.

Can anyone tell me what might be causing this and how I can fix it?
