newbie needs help w/ creating xeric bed

I have a patch of sloped lawn in front of my house that I'd like to create a xeric garden in (I've attached the url) and I'm wondering if I really need to remove the sod (which I'm dreading considering the current heat wave) or whether I could get away with removing the sod just in the areas where I want to plant my shrubs and sedums and then just do the old cardboard or newspaper and mulch layering trick around them?
