Four o'clocks won't bloom (at 4 or any other time)

Planted some Four O'Clocks from seed a few months ago. Plant looks nice and healthy, get plenty of water and has a favorable east facing exposure. However no matter what time i go outside the flowers never open. Any ideas?

try after dark through early AM.

You're right, the temps just started to cool down and I noticed they started to bloom at about 8PM and stay open until the early AM
